This error typically indicates that you're missing some mandatory surface data. Take a look at this FAQ that states the mandatory fields, and make sure you have them for the surface and soil.

Our "rule" is that each domain should be at least 100x100 (e_we and e_sn values). Take a look at this page for best practice suggestions on setting up your domain.

Actually the static data used during the geogrid process are not time-dependent. They are static, and therefore do not change. You should be able to use the same geo_em* files for every month you need to simulate.

Hi, This is probably not the way you will want to set-up the domain. Since your highest resolution is only 3.33 km, this is not a very expensive set-up. You should simply just have a single inner-most domain to cover the entire area you're interested in. It really does not save that much computation...
