Quick question here.

When running ungrib.exe, does this ungrib the entire grib file and the full domain it covers, or just the domain specified in namelist.wps?

Hi,
Good question. The ungrib program is completely independent of the geogrid and metgrid programs. It ungribs all the data it finds within a data input file, and has no knowledge of the domain you are using.
