Whether the ideal case(em_tropical_cyclone) can be re-integrated via a wrfout file?

Dear all:
Whether the ideal case(em_tropical_cyclone) can be re-integrated via a wrfout file?
Or I have to use the wrfrst file to restart? Besides, if ideal case could not use the wrfout file to re-integrate(restart), does it means that ideal case could not to be used in cycling data assimialtion...
When I use the wrfout file generated by the ideal case to re-integrate , the rsl.error.0000 indicates:
