I solved this segmentation problem by changing dt from 720.0 to 180.0 seconds. I'm not sure if this can solve your problem as well. I am working on 16 nodes and 48 tasks each node.

Thank you @kwerner :D I would like to say something suprising! The ungrib.exe runned successfully after I downloaded ERA5 data from Copernicus (instead of RDA). I changed only the ERA5 grib files and ungrib.exe worked! I'm not sure why but just provide some experiences.
