Do these two wind speeds mean the same thing?

Hi, I am trying to simulate a plume. When I was reading the paper, I found that there are two ways to set the wind speed.
First:

In this study, an initially uniform wind in the x direction is considered over each simulation in the WRF-LES.Accordingly, we perform 10 simulations with varied wind speeds ranging from 1 to 10 m s -1.

Since the format of our training data will be an image of total column enhancement in each pixel,

Do these two wind speeds mean the same thing?
Where should I set the wind speed?
I found in the wrfinput file i can modify the keyword 'U', is that a correct way to change wind speed?
 
Would you please contact the author(s) of the paper, asking about the winds they used?

In officially released WRF, the wind in the input sounding for ideal LES is always zero. You can always modify wind speed in wrfinput, however, such kinds of modifications must be physically reasonable. You cannot simply change wind speed.
