Horizontal Wind Speed Orientation (u & v, SCM)

I suspect this is an easy enough answer, but I'm trying to figure out how u and v are oriented relative to a standard IGRA sounding and, by extension, if there are any transformations from the IGRA sounding format to the WRF input format relative to each trigonometric operations (in degrees) and NSEW orientation (e.g. u = wspd*cos(angle) vs. u = wspd*cos(angle-90).
