How to generate the hydro_mean.dat file required for the radar_rhv_opt = 2 radar assimilation method in WRFDA V4.6?

In WRFDA 4.6, there is an example hydro_mean.dat file, but this file clearly needs to be re-calculated for different cases. How can I generate the corresponding hydro_mean.dat file based on my historical forecast files?
