Regarding co-efficients in SMS-3DTKE (km_opt=5)

I want to make use of the km_opt = 5, scale aware scheme which I see uses a linear combination of the Smagorinsky and Turbulent kinetic energy for the horizontal momentum diffusion terms and for the vertical a combination of the smagorinsky and PBL-like Mesoscale operation terms. The coefficients used in this linear combination namely with the use of the variables and functions to calculate 'pthl' and 'pu' in the module_diffusion_em.F file are something I am having trouble understanding. Are they coefficients made to make a smooth transition using some polynomial function with the dependence on grid size and PBL height based on best fits or some physics? Can I have some direction with where to look for understanding them?
