Surface roughness is calculated based on vegetation fraction, and min and max values are defined in the VEGPARM.TBL for the Noah LSM. Look for details in phys/module_sf_noahlsm.F. The simple slab model (sf_surface_physics. = 1), however, uses the values defined in the LANDUSE.TBL.
