Urban fraction calculation

Dear all,
I have 2 questions:

1. What is the difference between "URB_PARAM" and "FRC_URB2D" please?

2. I would like to create an updated file of "urban fraction" using Normalized Difference Built-up Index (NDBI) Calculation using Sentinel 2 Images. But I am not sure if this index would be the correct way to calculate the "urban fraction".
Would you please advise me in this regard?
thanks in advance.

(1) "FRC_URB2D" is urban fraction, and its value indicates the percentage of urban area over a specific grid cell, for example, FRC_URB2D = 0.5 indicates 50% of the grid cell is covered by urban land use type.
(2) "URB_PARAM" is an array of 132 urban parameters, for example LP_URB2D, LB_URB2D, HGT_URB2D, etc. These parameters are used in BEM, BEP and UCM urban modules.
I don't know the NDBI data. Suppose it provides information that has the similar physical meaning of FRC_URB2D, then I guess it is possible that you can derive this variable from NDBI.
