Is it possible to use UPP to evaluate WRF results (temperature and wind speed, say) (in netCDF format) at a given point (latitude, longitude, altitude) over all timesteps and output the sampling in a textfile?

UPP is only used to post-process model data to Grib2 format and does not provide any methods of evaluation or sampling. The functionality of UPP is listed in our tutorial https://dtcenter.org/upp-online-tutorial-uppv4-1/introduction, for your reference. You can use the UPP output for this, but you would need to create or find a tool to actually evaluate the output.

If you are instead looking for tools to evaluate the model compared to observations (e.g. point verification compared to METARS or gridded verification compared to gridded precipitation obs), then you can look into the Model Evaluation Tools (MET), but I think this is more than what you are looking for.
