Hello Panda,

The best way to learn more about 3DVAR (and 4DVAR if you're interested in that too), is through the tutorial: WRF Data Assimilation (WRFDA) — WRF Users Guide documentation
I would suggest starting out with prepbufr files as those are the easiest to use at first, then figuring out little r later on. Hope this helps!
