wrf output files are usually in netcdf format.

If you want to plot meteorological data from a file in netcdf or grib format, you can also use IDV for Integrated Data Viewer. You won't need to make any software engineering.
The software is free and can be downloaded here : Unidata

qr_acr_qsV2.dat is not a netcdf file. You can take a look into module_mp_thompson.F to find out how it is handled:
