Perumations and Hurricane Harvey

I am interested in simulating flooding damage from Hurricane Harvey. However, I want to permute the NLCD tiles and evaluate flooding damage for each permutation. I have no experience with WRF. Where should I begin ? I am an economist who uses R. Apologies if this is not the right forum.
 
I would suggest you start from the WRF online tutorial:

It shows how to run the model preprocess (WPS), the model itself (WRF) and the post process of the model simulation. You will also learn how to build the modeling system, and prepare the data that drives the model.
