About Convert csv data file format to little_r format

I am trying to run WRFDA for my thesis purpose. I have successfully installed WRFDA and now I wish to generate obs.acii using OBSPROC. I have my data in .csv format. I came to know about LITTLE_R format. But I don't know how to convert my data in LITTLE_R format. It would be my great pleasure if could suggest how to go through it.

please have a look at this post. It have great informations regarding the little_r format. You can for instance then develop a Matlab or R program that processes you own datasets.

I am trying to work on WRFDA. I want to start with DA for observation. I need some guidance . I am stacking on converting my observation into little R format. How should I go through it?

Also, I wonder how to monitor the quality and availability of used observations in the data assimilation system? Is there any tool to visualizing the cycle-to-cycle observation usage statistics.
