How the upp calculate the icing index?

The results of icing index from upp production are always zero? Is it right? How the upp calculate the incing index?
 
There are different icing output options. Which specific icing field are you trying to output? This will be the name in your grib1 (wrf_cntrl.parm) or grib2(postcntrl.xml; postxconfig-NT.txt) parameter file that you are using for your run.
