Is it necessary to rebuild MPAS before each run?

In the user manual for MPAS (page 29) it states:

* If the MPAS directory has not been cleaned since running initialization, run make clean with the atmosphere core specified.,
• Compile MPAS with the atmosphere core specified (Section 3.3)...

Is it really necessary to rebuild the model from source before each execution? What is the "trigger" (e.g. new grid size, new initial data, etc.) that requires the model to be rebuilt?
 
Apologies for the misleading text in the Users's Guide. Only changing source code or the model "Registry.xml" file would necessitate a recompilation of MPAS. The choice of mesh, initial data, etc. are all runtime settings.
