MPAS containerized

For anyone who would like to take a small shortcut and get MPAS (8.2) "pre-cooked" in container.
docker pull gbnz/mpas_containerized

Main things:

• debian12
• MPAS 8.2 -> Atmosphere core is compiled (not OpenACC yet)

• MPAS-Limited-Area⁠
• WPS⁠ ungrib.exe only
• METIS 5.1.0⁠
• Idealized cases⁠
• miniconda
• ncl⁠ via conda env
• convert_mpas⁠ converter made by Michael Duda. Compiled.
• ncview 2.1.10⁠
• Jupyter lab⁠

I am sure there are plenty of options to optimize the size of the image as I only wanted to have MPAS-atm working no matter what
