ncl_convert2nc - error

Hello,
I am trying to convert a grb file to netcdf with the command:

ncl_convert2nc prec_october2013_india03.grb

but I get the error:
Segmentation fault (core dumped)

I have red a bit about that and looks like I need my ncl version be 6.4.0 - so mine it is.

I don't have any more information regarding that.
How can I resolve it?

In addition,
This file just contain the precipitation field. After converting it, is there any built python(not netcdf) script to plot this info on a map?
