Recently, I've been trying to do a sensitivity test by changing the Z0H values in the module_sf_noahmplsm.F, and I came across the expression ITER==1. What does this mean?

If you do a search in that file for ITER, line 3789 (in V4.6.0) describes this as an iteration index.
