wrfda3Dvar open FILE:fg error

I was running WRFDA-4.5.1.
When I use the first guess file (wrfinput_d02) from WRF-4.5.1 error will occur that "Netcdf error opening filr:fg; but the fg file from WRF-3.9 will not.
