I have read the user's guide several times but I still don't understand what I am doing by setting use_rap_aero_icbc = .true. What is happening in the model when this option is set to true ?

This option was released with WRFV4.4. See the release notes for that version, which provides additional details. From that page, just search for the use_rap_aero_icbc option to find the exact section.
