Calculation of nominalMinDc

How is the mesh attribute nominalMinDc calculated during the mesh generation process, since it is not actually the minimum value of dcEdge where meshDensity == 1.0?

My understanding is that, the value of nominalMinDc is specified during mesh generation. The final minimum mesh size could be slightly larger than nominalMinDc due to various constraints.
