Take a look at this section of the WRF Users' Guide, that discusses converting input data to intermediate format, expected by the metgrid program. There are also a few examples of scripts people have used in this forum, such as the one discussed on this post.

Did you take a look at the script on the post for which I shared a link to? Unfortunately I've never gone through the process of converting a data file, so I'm not able to describe it step-by-step, but if you use the example script as a template, then perhaps that will help you. There are some older templates available here, as well, but they are likely a bit outdated, syntax-wise.
