This error can occur for a few different reasons:
1) Your p_top_requested is too high (i.e., too low in the atmosphere). Try setting it back to the default (=5000) and see if that helps.
2) This can happen if data in part of the domain is undefined (e.g., the WRF domain is larger than the input data coverage).
3) Sometimes this can occur if your domain set-up is not ideal. For best practices on setting up your domain (and nested domain), see these talks, given at our WRF Tutorial:
