Changes:

o Logic for when to write a "ready" file was broken for PNETCDF.
o Logic for the 'ready" filename was broken if "history_outname" in "namelist.input"
contains a subdirectory name for PNETCDF.

Notes:

o This code hasn't changed for many WRF releases.
o File frame/module_io_quilt_new.F has the same bug, though I didn't correct it.

I've run these changes for two years for the NOAA HWT (Hazardous Weather Testbed) with
no problems.
