How to get older like 1990 landuse_30s data for WPS_GEOG.
modis, usgs, UMD, to genrate LULC data.
Satellite imagery collected by AVHRR landuse data
 
Please take a look at the website here , which provides old static data for WRFv3 and older versions. The USGS 30s data is possibly derived from AVHRR in the 1990s.
