In wrfout, do variables U10 V10 account for terrain elevation ?

As refer to the subject, are the U10 and V10 in wrfout refers to wind components 10 meters above the mean sea level (i.e. not accounting for terrain height/elevation) or above the ground (i.e. account for terrain height/elevation; for example, if the topography is 100 m above mean sea level, the U10 and V10 are at 10 meters on top of the 100m topography) ?
