LU_INDEX doesn‘t match the LANDUSEF category in geo_em.d03.nc

Hello,
I have trouble in changing the landuse.
I used the default land type (Modis 2001), and from the LU_INDIX, I can see that there are 3 types in my simulation area (water, grass and shrubs) and the corresponding 3 types can also be seen when I look at the land_cat in LANDUSEF with ncview
However, after changing the land type (Modis 2021), I divided the island land types in the study area into 4 categories (water, evergreen broad-leaved forest, bare soil, and buildings). However, LU_INDIX only shows 2 species (water body, broad-leaved forest), and the area of broad-leaved forest is larger than the area I set in the shp, which seems to represent all land types on the island. What went wrong?
note:
I use WRF version 4.3.3
I don't change dx or dy in the process of changing the type of land
