I had downloaded mpich-3.0.4.tar.gz
after the step ./configure --prefix=$DIR/mpich and then the step make
the message "make: *** No targets specified and no makefile found. Stop"
what can I do to resolve this problem

Unfortunately our team is unable to support installation of the libraries (as they are not part of the WRF code); however, I would suggest searching online for help. There is likely a lot of information available for those with similar errors. If that fails, I would advise contacting a systems administrator at your institution.
