Manipulating wrfinput_d03 and & wrfbdy file

Hi all - I'm new to all the functions outside of just running WRF, such as data processing.

Seeking suggestions, please - looking to model the impacts from an increase in temperature and moisture in the third WRF domain over just a 1km x 1km area of a 116kmx116km domain (grid spacing is 1km). I will need to adjust these variables at 4 grid points (plus some vertically) in the wrfinput_d03 and wrfbdy and run WRF.

Can this be done, and how would I do this?

If you are familiar with NCAR NCL, it is easy to use Nil to modify data in netCDF file. Here is the example:
