Surface layer height in WRF model.

It is known that surface layer height is 10% of PBL height.
In my case PBL height is about 1 km, so surface layer height should be 100 m.
I am running WRF model with 7 vertical levels situated in the layer z<100 m.
As far as I understand these levels are situated in the surface layer and
vertical turbulent momentum and heat fluxes at these levels should not change with height.
But actually the fluxes decrease with height starting with the lowest model level.
Does it mean that in WRF surface layer height is always the lowest level height,
not 10% of PBL height?
