I am trying to run BEM/BEP but values for TGR_URB4D are always 0.

I ran this on versions 4.3.3 and 4.5.2. kindly find the attached fileWhich version of WRF did you run?

QGR_URB4D and TGR_URB4D are never calculated in the codes. This is why you see their values are zero.
However, DRAINGR_URB3D and EP_PV_URB3D should have non-zero values. For your case, did you have precipitation at the urban grids where you look at DRAINGR_URB3D? How about EP_PV_URB3D at daytime?

Yes, I have checked again all values are zero even at day time.
I am using Copernicus Climate Data Store | Copernicus Climate Data Store as a data input, but I downloaded the data specific sub region instead of whole global data. does it make any differnce ?
Also i am using CGLC data set.
