Urban fraction in WRF/UCM

Hi,everyone,I've encountered a problem when I reading one paper.
I'm not sure that if the "urban fraction" in the following sentence refers to variable LANDUSEF which is in geo_em.d0x file,if so,then I could't understand why the urban fraction is a constant value,and I checked my geo_em file and found it is not a constant value.so is there anyone who learned the WRF/UCM konws what the "urban fraction" refers to?

The urban fraction is "FRC_URB2D" in WRF. It is within the range of 0-1.
