Yes. 'TSK' is used in PBL and radiation codes. The 2m fields T and Q do not affect model-level fields. They are diagnosed from model-level fields and surface (skin-level) fields, which come from the land model. In WRF, the surface or 2m diagnostics are computed in module_sf_sfcdiags.F, which is called from module_surface_driver.F after Noah LSM.
