What are the differences between isftcflx and isfflx ?

What are the differences between isftcflx and isfflx ? Is that isftcflx is more appropriate for the tropics( in both real and ideal cases) and isfflx for midlatitudes ( in both real and ideal cases?

isftcflx determines how to calculate surface exchange coefficients.
isfflx determines how to implement heat and moisture fluxes from the surface.
