where can I find the Green vegetation fraction(GVF) datasets in WRF/UCM?

Hi,everyone
I've learned that WRF determines the climatological vegetation fraction based on AVHRR NDVI observations collected from 1985 through 1990 at a resolution of 20 km by default in some papers,but I don't know where the dataset is.Is it a parameter in URBPARM.TBL?
I found a picture in one paper like below and think the dataset is spatial,is it？
If someone could help me,I would be grateful very much!
