Why num_metgrid_soil_level=0 in my met_em* files after running metgried.exe ?

I actually have three different surface data sets, but why does num_metgrid_soil_level=0 in the end? The Vtable being used is ECMWF.
Here are my data and the information of met_em* file using ncdump.

This is because soil data are missing in your intermediate file. Please double check that you have downloaded all the files required for WRF/WPS.
I attach an instruction that shows what ERA5 files are needed. Hope this is helpful for you.
