wrf compatible binary file into raster for visualizing

I got some open source files from UT Globus in WRF Compatible binary format. But I need to visualize them about what data do they contain in raster. I am unable to do it. Sharing the same file below. Pls let me know how do i convert them. the below mentioned file contains urban fraction of delhi. tHE ZIP FILE CONTAINS THE INDEX FILE TOO.
