How to make Sc and Z0 fixed in time and homogeneous across the entire surface.

I'm not exactly sure what Sc is, but I believe you will either need to modify the wrfinput netCDF file, or you may need to make modifications to the appropriate dyn_em/module_initialize_*.F file - depending on which idealized case you're using.
