Script to convert Wind Turbine SCADA data to OBSDOMAIN

I am trying to implement the observation data of Wind turbine SCADA (Sample File attached SCADADATA.txt) to WRF model simulation as instructed in ObsNudgingGuide.pdf file.

I am searching script to convert the wind turbine SCADA data contains wind speed and wind direction (we don't have pressure, temperate and related humidity, I considered as −888888.000. missing value) of 30 different geographical locations to observation nudging data format.

I also checked the tool RT_fdda_reformat_obsnud.pl was not able to edit as per my requirement (I'm new to Fortran and better in python scripting).
