Using the GlobeLand30 data to create the urban fraction in USGS land use types

Hi all,
A paper has a sentence"Land use types have a resolution of 1 km The USGS data, where the urban fraction uses 30 m land use data from GlobeLand30, divided by city proportion 31~33 three categories, corresponding to low-density, high-density urban areas andcommercial/industrial/transportation areas;".For the sentence,How should I accomplish such a request？
I have used the GlobeLand30 to create FRC_URB2D,but I don't feel like I'm adapting to the requirements by doing so.

You may want to start with the Urban Canopy Model website, which describes how to use the different urban schemes. If you haven't already read this section of the WRF Users' Guide, you may also find something useful in there.
