Wind speed at 10 m height in tslist

I have used tslist to output a time series of wind speeds at 10 m height, and when I compare the absolute values of U10 and V10 output in wrfout with the absolute values of the tslist's wind speed in the TS file at the same time, there are many times when the latter wind speed is smaller than the formar.
I assume the two are the same, but are they not?

I assume you are looking at the exact grid point in wrfout* files that matches the point used in tslist? Can you provide some files that will show us the issue (e.g., tslist, namelist.input, plots or data information)? Thanks.
